Payment to have a prepayment taken out is normal because the supplier probably did not charge the customer to install it as he may have been already in debt or finding it difficult to pay the bills on a low income. When that situation improves then changing the meter to a credit meter may be charged for as it is assumed the customer is better able to afford it. When a new person moves in to the property it may be that a payment to change the meter occurs because they could use the original meter the same as the previous person, usually at higher unit cost though, or the energy supplier and meter supplier share the costs of retrieving the first meter between them as an operating costs overhead
