The Scottish Widows ISA is an Investment ISA, and with all investments of this type it is only as good as the underlying investment. They do not offer cash ISA's.
Scottish Widows are regarded by most as a good company to deal with, so it is more a question of do they offer a product that best matches your risk profile. They only offer a choice of 12 funds to invest in, which may be fine for you to choose from as long as you do not want to take control of exactly what you invest in.
