When insurers look at how much your car should cost to insure they use the British Insurers ranking of vehicles. All cars are placed in categories numbered 1-50. The cheapest vehicles to insure will be in category one, and the most expensive to insure in category 50.
You should be able to find a comprehensive list of vehicles in each category on the internet, but a few that are in cheap categories are:

Fiat Panda and Qubo

Not always a good idea to go for the cheapest,
Overall the Ford Ka and Vauxhall Corsa are the best in terms of cost of replacement parts if you are a DIY mechanic like myself or want to save money on garage bills. Best to drive - Avoid all French cars as they are unreliable - I have tested the Citroens and are horrible to drive and feel like a tin can.
Skoda are not bad either dont believe all the old hype about Skoda being rubbish they are actually pretty good cars...
