What are the requirements for opening an account for a child

That you have a child and some money.
And that you both have permanent right of abode in the Uk. Is there anything in particular that you are concerned about?
Go to the institution you are interested in and ask them, they wont necessarily all be the same. In general you will need to be parent or official guardian of the child in question. you cannot open an account without such a "relationship".
