No, afraid the rules don't allow that, although you can transfer from a cash ISA to a stocks and shares one. The only way to do it is to withdraw the money and open a new acconunt, but then you would lose tha tax benefit, and only be able to put this years ISA allowance (assuming you haven't already used it) into a new account.
