You need to get a card from a bona fide lender. If you're having trouble bcause of your credit rating, you can help yourself by registering to vote, paying for utilities and council tax by direct debit, living in one place for more than two years, having a job, having a current account, paying existing loan commitments on time, getting married and having children.

You could consider a prepaid card, a few don't require any credit check, eg Card One. Be aware of any fees (including usage fees) with prepaid cards though.
