i'm using this card for years and religiously paying monthly.
the reason why i want to transfer it is the high APR the company giving me.

There are various reasons why your application could have been declined. It could be as simple as not being on the electoral roll, or that you don't fit the application criteria for that particular card, or that the card provider thinks you have enough credit available to you already, just to give a few examples.
I would suggest you try asking the provider why your application was declined, and then once you know the reason, it may be possible to apply to a different card provider who is more likely to accept you.

Also check your credit report to see if there is anything flagged up on it, or anything that seems odd or you don't recognise.
