Currently it is a commercial building as such which the council converted 20 years ago. I think i need a change of use, but not sure if i need anything else ie plans to make it complaint . Or do i need to get a self build mortgage??

I don't know what the mortgage situation is but you would certainly have to get 'change of use' planning permission. Ask the Planning department before you commit to buying it whether there would be any problems with getting planning consent - it sounds a bit of a risky buy, but then the best buys often are ......... but do be careful and don't end up owning a property you can't do anything with. If the council still own it maybe they could be persuaded to grant the planning consent before you buy it - though that would make it appealing to many more people as well as increasing its value/asking price.
