Are you talking about the landlord of your home or of your business premises? If it's your home, are you running a business from it?
I would have thought that it would cover any workmen eg window cleaner etc he could theoretically burn himself on your flue pipe.

As Fruitcake asks here, I assume that you are renting a business property where customers or the public can come to?
By you leasing or renting such a property, you have the legal right to occupy and as such the legal responsibility for people who enter the premises. Say for example a stair gave way and someone was injured or they were carrying a laptop that became damaged, they could in theory claim against you and the public liability insurance would be your cover against this. Apart from damages, the isurance also covers legal fees, costs, expenses and hospital treatment, should that be necessary.
IF however, you are talking about renting a domestic property, then I cannot see why Public liability cover is necessary although a normal domestic contents insurance should provide cover for your legal liability as an occupier ( i.e. for injury to visitors ).
