I cannot find the right size on ebay and really havnt got the cash for a brand new uniform.
Have you tried websites such as gumtree.com where you could place an advert to say the exact size etc you are looking for and the price you are willing to pay? Or you may be lucky enough to find one already listed on there. In addition you could ask some of the parents of the brownies or any that may have older children that no longer use their uniforms?
I'd suggest asking the Brownie leader to put a note out to other parents whether they have any uniform they'd like to swap/sell.
You could even suggest they run a uniform swap event and advertise it in the local schools/other Brownie packs etc as I'm sure there are lots of other parents that are in a similar boat.
The Brownie pack could do tea and cake and make it a mini fundraiser to boot (the Brownie leader is sure to love the idea!).
At our Brownie pack (I help run one) borrowing from friends, other Brownies' older siblings or ex-Brownies is how most of the girls get kitted out.
Failing that could you pop a note on the notice board of your daughters' school?
I advertised my daughter's Brownie uniform through my local paper in the free ads section so it may be worth checking that out too. Not everyone uses the internet to sell their items so it's worth checking out what may be available locally. Also Preloved.com is worth a look at too.

Also try supermarket noticeboards, you could post a wanted, or if a village a local parish magazine, or ask on freegle/freecycle.
Why dont you join yr local freecycle/freegle group and then you can ask for a free one!
Also have you tried joining/looking on mumsnet?
